The Out of Work List (OWL) is a tool for people who are looking for work and are interested in finding a job covered by the Teamsters.
The on-line form is to re-sign only. Anyone who would like to be added to the list who has not been on the list before must fill out an initial registration form and submit a copy of their CDL and DOT health card to be placed on the A, B, or C lists. Please contact your local office to get more information and have materials sent to you, or use the "Contact Us" form on this site.
There is a miscellaneous/movie driver list that is available for non-construction/movie production work, but please note that non-construction employers are under no obligation to hire through the Union hall. Movie productions are uncertain and we can not guarantee when or if a film will be made in Montana that will reuire extra drivers.
There is no cost to be on the list, but the signer must re-sign each month on or before their initial sign-in date in order to remain active. Please see the article OWL Procedures for more information on this requirement.
Current Members: Those signing in to satisfy the UI requirements
1.All current members submitting a claim for Unemployment Benefits while on a seasonal layoff must sign in to the out of work list once per month in order to receive benefits.The UI office will verify your status with the Union.This is a new requirement put in place by the State of Montana and is effective as of 5/23/07.Signing the out of work list alleviates the job search requirements for those members who are “Job Attached.”If you do not sign the list, we will not tell the UI office otherwise.
New Members: First time on list
Complete Application/Information Sheet.Must have CDL and DOT health certificate.Mark the appropriate lines for DOT health certificate expiration, and “Hazmat” endorsement.
Indicate Yes or No to indicate work preference for each town listed.
Put a check in the LEFT column by each classification in which you have experience and are willing to work.List the name of the employer where you have the experience.
You must sign in once every month.Remember the date of your initial sign in.You will need to sign in each month on or before the same date.If you are unable to come in to the office to sign in, you may send us a post card or letter requesting to be placed on that month’s list.In your card/letter please indicate which list you were placed on (A, B or C).Also, please PRINT your name and telephone number(s).
If a dispatcher calls you with a job prospect, you must accept or refuse the job at that time.If you refuse three jobs, you will be moved to the bottom of the list.If you are not home, but are reachable by phone, you have one (1) hour to respond.After one (1) hour the dispatcher will move on to the next eligible person on the list.If you are not at home and a message is left on an answering machine, which you do not receive before 4:30 pm, you must call back immediately, or by 9:00 am the following working day. It will be considered a refusal if you do not call back at all.After the third refusals, you will be moved to the bottom of the list.
If the Employer decides not to hire you, that does not count as a refusal.
Your placement on the list is determined by the number of hours you worked in the last three (3) years under our construction agreement within Local 2 jurisdiction.
“A” list - 500 hours or more
“B” list – 100 to 499 hours
“C” list – 0-99 hours under our construction agreements in Local 2 jurisdiction, or new to the area.
Dispatch Procedures
1.Employer will call the Missoula office at 1-888-549-9778, and request referrals from the out-of-work list.The employer has the right to ask for a specific employee by name.In this case, other people on the list will not be called.
2.All individuals desiring employment must register each month.Registration can be done at any Local 2 office., by mail or online at www.teamsterslocal2.org. All individuals will be placed on the master list, regardless of which office receives the initial request.All dispatches are made from the master list out of the Missoula office.
3.In order to maintain your place on the A or B list, the individual must be in good standing with the Union.Any person dispatched for a job that becomes suspended or is on “never-became-a-member-status” will automatically be moved to the bottom of the C list until all fees and dues have been paid and are current.
4.The dispatcher will start at the top of the A list and move down until the job is filled.Exceptions are: the dispatcher is given less than 24 hours to fill a job, or the request is from a non-construction employer.
5.The dispatcher will give the location and date/time of the job, the type of vehicle or work available.The individual must accept/reject the job him/herself.
6.If a dispatcher calls you with a job prospect, you must accept or refuse the job at that time.If you refuse three jobs, you will be moved to the bottom of the list.If you are not home, but are reachable by phone, you have one (1) hour to respond.After one (1) hour the dispatcher will move on to the next eligible person on the list.If you are not at home and a message is left, you must call back immediately or by 9:00 am the following working day.
7.If an individual does not wish to work for a particular employer, he/she must submit a written request to the Union at PO Box 8144 Missoula, MT 59807 stating the reasons he/she does not wish to work for that employer.
8.If an individual accepts a job, then is unable to fill the position, it is the responsibility of that individual to notify the Union immediately.
9.If an individual hires “Off the Bank” without going through regular dispatch procedures, that individual is moved to the bottom of the list.
10.An individual is allowed no more than 40 hours of work before losing his/her place on the list.It is the responsibility of the individual to re-sign the list after the completion of the job.
11.An individual is allowed three (3) refusals.After the third refusal, that individual will be moved to the bottom of the list. If the individual does not call back, that is considered a refusal.
12.If an individual accepts a job and does not show up for work, he/she is moved to the bottom of the list.
13.Owner-operators are not required to be dispatched from the list, but must clear through the Union hall.If the owner-operator needs additional drivers, those drivers will be hired from the list following regular dispatch procedures.
14.If an individual misses a sign up, they must re-sign in person or by mail, but will be placed at the bottom of the list.
15.A separate list not related to Heavy Highway/Construction Industry will be maintained separately at the Butte, Missoula, and Bozeman and Great Falls offices.The “Movie” list will be maintained at the Missoula office, but individuals can sign in at either the Butte or Missoula offices.
